How long do you have to appeal a parking ticket?

Parking ticket deadlines are strict, and missing one can cost you a discount or your right to appeal. The deadlines differ depending on who issued the ticket, so the first thing to work out is whether it's a council Penalty Charge Notice (PCN) or a private parking charge. Always check the dates printed on your own notice — the figures below are the usual position, not a substitute for what your notice says.

Council PCNs

• Informal challenge — usually within 14 days. Many councils keep the 50% discount open if they reject an early challenge.
• Formal representation — 28 days from the Notice to Owner. This is your fuller, structured challenge.
• Independent adjudicator — 28 days from a Notice of Rejection (the Traffic Penalty Tribunal, or London Tribunals in London).

Private parking charges

• Challenge the operator — usually within 14–21 days of the charge.
• Independent appeal — typically 28 days to appeal to POPLA (for BPA-member operators) or the IAS (for IPC members) after the operator rejects you.

What happens if you miss the deadline

For council PCNs the charge can rise — a Charge Certificate adds 50% — and then move to the Traffic Enforcement Centre, enforcement agents and potentially a County Court Judgment. For private charges, an unpaid charge can be passed to debt collectors, then become a County Court claim. A County Court claim form is not automatically a CCJ, but it must be answered within the time stated on it.

The bottom line
