First response / review letter
Your opening challenge to the council or parking operator — a clear, factual dispute letter setting out why the charge is wrong.

- You've just received the PCN or parking charge
- You haven't challenged it yet
- You're still within the early (often discounted) window
Formal appeal letter
A fuller, structured appeal for the next stage — formal representations to a council, or an independent appeal (POPLA / IAS) after a rejection.
Best if
- Your first challenge was rejected
- You've had a Notice to Owner or Notice of Rejection
- You're going to the tribunal or independent appeal stage
